The Housing Authority of Greenwich, CT is the licensee of Parsonage Cottage, and has, therefore, operating control of the various business functions. Its CEO reports to a Board of Directors made up of five Housing Commissioners appointed by the Selectman of Greenwich. These are citizen-volunteers with experience in disciplines like finance, construction, communications, and management who give of their time to assure that the Cottage is well run.

The Fund Raising Board of Directors of Parsonage Cottage is made up of fourteen citizen-volunteer members whose charge it is to gather contributions and develop other funding sources to insure that the plant itself and the facilities and activities within continue to be the best of their kind in the region and enhance the quality of life for each resident.
